PCN appeal to be submitted today

I think I have this right but wanted to check. 

fyi - PCN is from Civil Enforcement.  states maximum 90 minutes free and thereafter permit holders only.  

a friend who lives nearby was able to get a photo of the sign but can't figure out how to attach it.  It's 15 feet up and not very noticable on a dark rainy day - particularly when the lot was somewhat flooded so there was 2 way traffic of cars and pedestrians on a single lane way.  No signs whatsoever as you entered the Starbucks in question and nothing to point you to a screen to register.  When I went back to try to get them to cancel the PCN I was told they had "used up their exemptions for November" and I needed to go back the first week of December when, as luck would have it, I was out of the country.


Here's what I have to post in the appeal....I've used the newbie template and put in bold where I've added extra bits.

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle parked in where you claim it was.

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.  Please also include evidence of the signs within the retail establishment advising there are parking restrictions.  I have been told that any legitmate customer is exempt from parking restrictions by the management of the retail establishment.

    And another thing - I notice on the 2 bits of post from CE that on one they state that payment needs to be made within 28 days and on the other they state 29.  Furthermore they refer throughout to appealing an unpaid parking charge when in fact there wasn't any way to pay on the day - which I would have likely done (as in a £1 an hour for parking thing or similar). 

    Obviously I'm not looking to pay them anything and I'm not saying who the driver/parker was.

    If that is the standard appeal from the NEWBIE sticky written in blue text, then yes, it is.  I might remove the bit about "I have been told ........" as it implies you were driving; maybe reword it.
    as well as your images of the vehicle parked in where you claim it was.

    Thanks for the suggestion but too late as already submitted it.  I'll try to give myself more time should i need to come back for any more assistance!!!
