Why has my latest Ovo bill not been charged at the lower government rates?
We are are on a fixed rate energy scheme for gas and electricity with
OVO. Our latest bill (15 Oct-14 Nov) is charging us 19.09p per kWh for
gas and 42.82/68.41 per kWh for electricity, but these rates are above
the government caps which for the Eastern region which I believe are ~10p for gas and ~33p for
electricity. So what's going on here?

We are are on a fixed rate energy scheme for gas and electricity with OVO.There is your reason. You are on a fixed rate tariff. The EPG applies to standard tariffs.
Additionally, you are on economy 7 by the looks of it (with awful E7 rates). The EPG does have an impact on E7 rates but the night/day ratio splits will typically be either side of it. Suppliers have different ratios. e.g. for Eastern you can get around 16p for night rate.

If you’re on E7, then you are looking at the wrong cap. And as you are on a fixed rate, it doesn’t apply anyway.
Having said that, is there a discount somewhere else on your bill? E.ON for one show the full price and then a negative price on a different line.0
