New housing benefit claim

First may I thank you all for information on this board 
Today I heard I've been approved for housing Benefit and a small amount of council tax...also back dated 3 months. Which I'm very grateful for. 
I've been reading threads on warm house Benefit. 
I rang my energy supplier Shell and he said yes I'm eligible and DWP would inform them. 
This is where I'm confused as housing benefit is from local council. 
Please can anyone explain it to me, I'm 70 years old if that's relevant,

    The way the Warm Home Discount scheme works has changed this year. It is no longer something you need to apply for - if you are eligible you should just automatically receive a credit of £150 in your energy suppliers (Shell) account.
    As you are a pensioner, you may have qualified under Core Group 1 criteria.

    The Government are currently sending out letters, although it is not clear what department are responsible for that. Anyway, the take home message is that it should be an automatic process and you do not need to apply for anything.

    If you claim pension Credit then you will automatically be entitled to it. If you don't, if you live in England you don't need to apply. If you live in Scotland the rules haven't changed and you will need to apply. https://www.gov.uk/the-warm-home-discount-scheme

    No pension credit..just housing benefit and a little bit of council tax help. In England
