Cannot believe that's all it took, but its true. It does lend to the question "why are the not pofa compliant"? money i guess? they would rather not pay and rely on the public being mugs.0

Some PPCs choose not to bother with 'keeper liability' because complying with the POFA takes effort and requires them to serve NTKs by day 14.
If they know they can't always achieve that, then it puts them at risk of sanction points if caught out issuing late POFA NTKs with wording that would mislead.
So they avoid all that hassle by using the old rules (pre-POFA) and basic wording that means they can only hold drivers liable. Those 'non-POFA' NTKs are allowed to be served for months, and take zero effort.
They know full well that most shocked recipients can't tell the difference and will rush out a useless knee-jerk 'I was the driver and this is what happened' doomed appeal that means the keeper liability protection that person had is in the bin.

Damn I wish I knew this before! Got a fine from them ages ago, paid off. There were 2 parking lots both run by them on the same street, and while I paid and displayed, I extended with the wrong one on the street.
