CCA - unable to supply

I have been receiving correspondence from a well-known DCA based in Stockport.
They are claiming to be chasing a telecoms debt which I have no record of whatsoever. I have never had a mobile phone account with alleged provider.
I have requested a CCA for the alleged account and the response from the DCA is that the “creditor is unable to provide it, as was originally issued by Carphone Warehouse and that it is up to you to request that”
This surely cannot be correct? If they are unable to provide proof of debt, then how are they able to enforce it?
Any suggestions for a response will gratefully received!

You need to ask for proof, not a cca. A mobile phone debt is not a Consumer Credit Act debt.
