There is a concept of payment for those that choose to continue to live in a property rather than claiming for alternative accommodation but this is really designed for those living without a kitchen or any working bathrooms etc not a balcony. 

You could ask the insurer in relation to storage of the balcony items if they are saying it has to be clear.
