I’ve been on universal credits for over a year but I receive nil/0 payment for the assessment period that ended between the period of 26 August 2022 to 25 September 2022 so does that mean I’m not entitled to the second payment

What was the reason you received nothing, was it reduced by earnings?0

Do you mean your earnings deduction took it down to £4, then they deducted that £4 for something owed to DWP? In that case I believe you should be entitled, based on the government's own guidance:
Universal Credit ‘nil awards’
You will not be eligible for the Cost of Living Payment if your earnings reduced your Universal Credit to £0 for the qualifying assessment period. This is sometimes called a ‘nil award’. If money has also been taken off for other reasons (such as payments of rent to your landlord or for money that you owe), you might still be eligible.
You can report it missing here https://www.gov.uk/guidance/cost-of-living-payment#report-a-missing-cost-of-living-payment
