    https://www.gov.uk/government/news/400-energy-bills-discount-to-support-households-this-winter
    says that
'As part of this package, we are confirming today that further funding will be available to provide equivalent support of £400 for energy bills for the 1% of households who will not be reached through the EBSS [Energy Bill Support Scheme]. This includes those who do not have a domestic electricity meter or a direct relationship with an energy supplier, such as park home residents. An announcement with details on how and when these households across Great Britain can access this support will be made this Autumn.'

But I'm not aware of that announcement having been made yet - probably something else that has been delayed by all the shennanigans at number 10...

To the best of my knowledge the Government still haven’t provided details of how support will be provided.
    See
    https://www.gov.uk/government/publications/energy-bills-support/energy-bills-support-factsheet-8-september-2022
If you’re not connected to the grid
Those households not on standard gas or electricity contracts, such as those living in park homes or on heat networks – and so outside the scheme – will receive support equivalent to both the Energy Price Guarantee and the Energy Bills Support Scheme.

The business which has the direct commercial relationship with the energy supplier (for example the park owner) will receive support via the Energy Bill Relief Scheme and we will act now to introduce legislation so that they have to pass the benefit directly on to residents. Customers do not need to take any action in order to receive this support, which they will receive by the end of the year.

Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

Energy Bill Support Scheme Alternative Funding

This scheme is intended to provide the £400 of support for households across the UK that would otherwise miss out on the Energy Bills Support Scheme – which the vast majority of households are already receiving – as they do not have a domestic electricity contract. It will also support the delivery of £100 Domestic Alternative Fuel Payments where these cannot be automatically delivered to households through other means, such as suppliers. The Alternative Funding will provide the full support this winter, with an announcement on this in due course. The Bill will provide powers to deliver the funding through designated bodies.

So basically they are promising it but nobody knows how it'll work, yet. Which means no real answer to your question either, yet.
