Is ITT bursary from the Dept of Education considered as Income ?

I worked till September 2022 and paid Income tax from April - August 2022. I am now a trainee teacher from Sept 2022 - July 2023. I am also in receipt of a Department of Education bursary as a trainee teacher of Maths. This is not taxed.
I have 2 questions:
1. Is the bursary received considered income? (I am asked if I receive(d) an income since I stopped working on my tax refund application)
2. Can I claim the tax that I paid from April - August 2022 on my previous job as I am not going to use up my total income tax allowance for the year 2022-23?
