I have a stocks and shares ISA with Santander, that I've already contributed to in this tax year, and would like to open a cash ISA to use the remainder of my allowance this year.

Can I open the cash ISA  elsewhere, or do I have to keep it with the same bank as my S&S ISA?

You can open a cash ISA anywhere you wish and aren't tied to doing so with the provider of your other ISA.

Also be aware that Santander currently have an instant access account paying 2.75% - see the main saving forum for more information. It may be a better bet for you, worth looking at.
