It would seem logical to add it to your next PIP payment.

However, we all know that there is no logic with a Tory Government

CoL payments are not being included with normal payments because they are being administered separately.
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

Just read that the payment rollout is from today but most people will receive their payment within the first 10 days of October. Eh!?
How on earth, in this day and age of instant bank transfers does it take 3 weeks to pay everyone!!
They can't even give up a date for the second coat of living payment and the energy grants of £400, and they've had months to prepare!!!!

The £400 will be as six separate amounts of £66/£67 for six months, October-March.  How exactly your electricity supplier will do it should be detailed on their website.

Because they have to make somewhere in the order of 6 million payments. When they make the payment, it will be near instant (faster payment), but the logistics are such that they won't be able to make 6 million payments in one day.

Are the payments to be made to both gas and electric energy suppliers?

No - the payments are for electricity account holders (on the basis that most people have electricity whereas many people do not have gas). Payments will go to accounts which are just electricity or joint electricity and gas accounts. Accounts that are gas only will not receive payments.

The payments are distributed to people's electricity accounts, because almost everyone has one of those whereas several million households don't have mains gas.

    More info here https://www.gov.uk/guidance/getting-the-energy-bills-support-scheme-discount
But for the most relevant information you should look on your electricity supplier's website, especially if you pay by Direct Debit.

I would imagine the bank holiday etc following the death of the late her majesty the queen, has had a knock affect to payments, as the civil service service have been off and had to bring a lot of payments forward to ensure people got paid, owing to the short notice bank holiday.
I am sorry, that staff have a lot to do so things get delayed.
