Pension Credit - Carer fees

My sister has had her Pension Credit application declined.
She receives 2 carers per day via Social Services at a cost to her of £57 weekly - can this payment be taken into account ?
She owns a Park Home which has a Ground Rent/ Pitch fee of £235 per month can the pitch fee be taken into account?

Pension Credit increases her income to a minimum level. What she spends is not relevant.

For help with the pitch fee she may be eligible for help through Housing Benefit.
