UKCPS wilmslow out of bay charge

Hi All,
New here and as I could not find any recent (2022) post on UKCPS I though to ask you fine parking fine experts.
Last month was issued with out of bay parking charge of £60 which I appealed to IPC which I lost as they did not consider anything.
I was expecting to pay £60 but now UKCPS is sending me £130 notice. I thought limit freezes as we appeal.
No way to contact UKCPS. But I have seen 2018 post to just ignore, ignore UKCPS and Debt collectors.
Please shed some light to should I just hang tight and ignore or any other route I can take.
