    You can redecorate yourself just for the cost of materials if you watch instructional videos on line and educate yourself first. It is mostly being very thorough with the preparation and using the right products for the job, filling in holes sanding down etc. Do not be daunted by the task but take your time. It might seem boring at the start but some peoples efforts might really inspire you and the completed job should give you a great sense of satisfaction.

    we use debt to fund large, value adding (hopefully) improvements, but we pay them off as we build and we're timing it so we can remortgage asap and transfer the loan to a mortgage. we've also used around 40% from our savings, reducing the amount needed from a lender.

    I agree with others that the answer to your question is a definite NO.

    I would also add that if your windows are replaced you may find that your perception of some of the colours in your home has changed as glass varies as to which wavelengths pass through it. The other thing to point out is that light in the UK varies in tone and intensity throughout the year so it is a good idea to paint a sheet of paper with a sample of your colour and attach it to the walls to see how it changes as time moves on. 

    As others have said you can get fantastic advice from YT and other places plus you can come and ask here anytime you need to.
