Cost of living payments

Am I entitled to cost of living payment when I only receive housing benefits and council tax benefits, my wife gets attendance allowance

No to the £650 payment.
She will get a payment of £150 because she gets AA.
There will an extra £300 in the Winter Fuel Payment in the winter and the £400 help with electricity bills.

Is Housing Benefit the only means-tested benefit excluded from the £650 payment?  A working age claimant could qualify for housing cost help only through Universal Credit and therefore receive this extra money.  As a pensioner Housing Benefit is the only option for someone on a very low income, but just outside the Pension Credit qualifying level.

Has been discussed before. Best guess is that because HB is administered by local authorities rather than DWP it may have been considered too complicated to deal with CoL based on HB only.
