150 Council Tax Rebate - not eligible

Grumble. I live in a housing coop, most of which consists of shared houses. Each person has a separate tenancy, and we all pay council tax as part of our rent, which is then paid to the council by the coop. Most of us are low-income, many receiving some kind of benefit, and some are disabled.
We've just discovered that none of us are eligible for the council tax rebate because we live in HMOs. Galling!! We pay council tax, so why are we not eligible? Seems very unfair.
Just venting.

There are several restrictions and have been since it was announced. This is indeed one of them.

It would be administravely impossible to identify people who are paying contributions towards CT through their rent.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.0
