Fastest way for a partial HL S&S ISA cash to another flexible ISA provider 6 May 2022 at 9:53AM in ISAs & tax-free savings

I'm looking for a flexible ISA provider to transfer out my cash sitting in the S&S ISA at HL without losing my yearly allowance. This is so I can take out the money, use it for my mortgage then add it back.
I've seen on the monevator website that Aviva, Charles Stanley and IG have flexible shares ISA (Vanguard doesn't allow partial transfers).
Any feedback on the fastest to allow such partial transfers?
