I can’t seem to open an eBay account in my name it seems I have been the victim of stolen identity in the past

EBay don’t work on names though otherwise those of us with several accounts would not be able to run them all. eBay work on email addresses so if your email address has previously been compromised and used then set up a new Hotmail or Gmail email and use that.

I don't think using a different e-mail address will make a difference, I am in the same situation, had my account cancelled and eBay wouldn't discuss it with me, they said I had issues with another account which were unresolved, I did not have another account and they wouldn't give me any information about the other account.   I tried registering a new account with a different email address and it was cancelled automatically as well citing the same reason.

That's a different scenario - unless of course I have misunderstood the OP's post (and actually that is quite possible as I realise I did make some assumptions).

If you, or anyone that ebay associate with you have had an account in the past that has been suspended then you are correct, you cannot open a new one without resolving the issue on the original suspended one. This can even be affected by say a partner or relative having been banned that shares a physical address or can be linked into you somehow. Attempting to open an account whilst associating with a previously suspended account will mean another safe account is not possible. Usually we suggest trying to track down the associated account and working on sorting that, but depending  on the time frame it might be too late.

I would give a WARNING here that usually when talking about not being able to access ebay that you will get dodgy private messages offering to show you how to get a stealth account. I wouldn't waste your time or effort though as it is sometimes possible to run a new stealth account for a while, but ultimately you will get caught and your funds may be held for several months after your account is banned.

Firstly, eBay do not allow the use of any other account if banned or suspended on another , so any discussion about breaking the rules on eBay would not be allowed here on MSE.

secondly, even if you had one it won’t last for ever and eBay often close them and hold funds once they get established and at the most inconvenient time, so you’d always be looking over your shoulder worrying if they had caught you yet.

I’m sure there are, and I’m sure many get caught every day. Still doesn’t mean that eBay allow it nor is it allowed on here.
