Does Ebay take 30p from each payment for the same sale?

Buyer has bought and paid (for 2nd class delivery).
After paying she messages me to send it 1st class and she is willing to pay for the 1st class delivery.
Will Ebay take 30p from the 2nd payment as well?
I cannot understand why she could not message me before buying - I could have changed the postage to suit her needs.  What is the point of telling me she needs it urgently after buying it??

    I think that some buyers do this in the hopes that the seller will send it first class (to avoid negative feedback) but won't charge for it. 
     
    I'm not sure how you'd send a request for payment via eBay once a buyer has paid but I would imagine that if you could, then eBay would probably charge another transaction fee.

    The only way to take extra for 1st class is to see if you can get your PayPal Email out to the buyer , then buyer pays by PayPal and yes you pay the standing fee of either 5p or 30p depending on the type of PayPal account you have.
