Average price per kWh is much less than cheapest. That doesn't make sense.

The web page https://www.theenergyshop.com/guides/energy-prices-per-kwh  gives the average price for electricity at about 14p/kWh, but also has a list of some of the 'cheapest', of which many are around 27p/kWh. I suspect, though, that most people are paying nearly the ofgem cap (as I am) which is around 21p/kWh.  How can I make sense of this discrepancy.

    Don't think you can read much into that, plenty of people are still on fixes that were set before prices skyrocketed and the tables also don't show a time range which the average is calculated off.

    Basically not enough info on there to read any further into it.
