Emergency. No contact details for LL or EA

We took tenancy of a property about 2 weeks ago.
In that time we have only been to the property to take delivery of new items that have been delivered.
Today we have begun moving from our old house into the new one.
We are mostly moved in and one of the children realised the lights weren't working
We have prepay meters, so topped these up as it had run out and had 20p owing
Still no power.
Realised the RCD was tripped. So reset it.
Immediately it tripped again.
So one by one I turned MCBs off and reset the RCD to identify which circuit had the fault.. its the downstairs ring.
Nothing has ever been plugged in at the property since we took tenancy so we know its nothing that we have brought.
We have looked at all documents and emails from our EA.
There are no details of any contacts for emergency or out of hours. Or maintenance etc.
Or details for our landlords.
We do not know what to do.
We have no power or heat or hot water
Can I hire an emergency electrician and forward the invoice on to the LL/EA??

Presumably yes.. however as we haven't been at the property until.now we have no idea what is on the downstairs ring.
The kitchen may well be off of it and the boiler
There is no separate circuits for these so one can only assume
Same goes for external lighting etc.0 -
have you tried ringing the normal office number? They may have a recorded message with the out of hours number.1

If it's a local agency try social media to see if other tenants etc know of out-of-hours contacts?0 -
I know t doesn't help your present situation but once you are sorted I would be looking into why those details are not on your paperwork as they should be.0

have you looked to see whether the EA is open on a weekend? most are around here. maybe no one is in the office but will be there later?1

There must be someone at the EA on a Saturday afternoon? Even it's not the Letting Department, someone there should know how to help or give advice. Email/Social Media? I hope you can get help and get it fixed quickly.0
