Grass verge/patch on land bought from council.

Quick question -
I bought a small plot of land outside our property from the council around 5 years ago with the intention of turning it into a drive to park my car.
I have decided not to build a drive as of yet but I am not keen on the square patch of grass/verge outside my house.

Do I need any permission from the council to tarmac over this land as it is now owned by me?

Tarmac (and any other impervious paving) would need planning unless under 5m².

What was the status of the land before you purchased it? I.e. which department was responsible for it (Highways/Housing/Recreation/Amenity etc)?
As FreeBear says, planning consent may be required to construct an impermeable surface, but in addition you may need consent for change of use and/or stopping up highway.
A sketch plan would be useful for us to understand the relationship between your land and the surrounding properties.
You also need to check the contract/deeds from when you purchased the land to see if there are any restrictive covenants or other conditions applying to it.
Also, what about utilities - are there gas, water, electric mains, or phone/cable wires in the ground?
