Hi, is it ok for me to plaster over this or should there be some protective cover over the wire first?

Yes, put a length of steel cable channel in there, you may have to widen the chase slightly.1

AFAIK, metal cable protectors/channels aren't required nowadays when cable goes vertically from a fitting, but personally I keep using them wherever possible.

Assuming the circuit is RCD protected there is no requirement to put a protective cap on, even if a plastic or steel cap would be best practice.
If it were my house, I'd just plaster it over - it's right under a socket, so it shouldn't be a surprise to someone putting a shelf up in future that a wire might be there.

As posts have said it is not a safety requirement but I would fit cable channel just in case.
