    What a scary living arrangement you have here. It’s unfortunate that a responsible man has fallen into drugs and now you have to deal with an erratic man. Unfortunate as it is now all you need is a safe exit. Thank God you are in a position to buy and you will not be needing to deal with a landlord again especially after this bad experience. If I were you I would just look for a months rent to “waste” so as to close this chapter. To waste as I would recommend giving the required notice in the prescribed manner, paying the rent, but staying elsewhere. So there could be two ways to stay elsewhere 1. First exchange so you now know completion date and you give your notice and stay with friends or air b&b until completion. 2. You can exchange, complete, move into your new house then give notice as you are in your new house, so you have overlap of the two properties. You still retain control of flat until notice is finished and hand over. I know it costs money but overlap causes less stress for house moving as you  can move your things gradually from the flat. When I bought my house I kept my rental for two months after completion so as to renovate house before moving in but I know financially it’s not always possible as you pay rent plus mortgage. 
    Please stay safe. 
    Alternatively if there is another person who can come and live with you during your notice period if you don’t want to pay “two rents?” Inform landlord not to come to the flat. I don’t think landlord will come back if he knows you are not alone.

    On this specific point - you should report that to the police.

    If he gave a false address to the police, it's potentially 'giving false information to the police' or even attempting to 'pervert the course of justice' - both of which are criminal offences.

    And giving a false address in court is potentially 'perjury'.


    They might not charge / prosecute him, but they might give him firm words of advice about not doing it again. And they will have a record of him giving false address information, if they need to deal with him again.

    Yes, agree with eddddy, tell the Police.
    Tell them you are getting harassed and give them the true picture.
    You aren't doing that to get the landlord in trouble, this is purely you looking out for yourselves. If he does turn up, don't let him in even if he has made an appointment to visit, he is now a stranger.
