Make a purchase by 04 Oct to enjoy max £1 selling fees on up to 3 listings from the 11 Oct for 4 days! It's the helping hand you need to sell on and make room for your new item. I can't see any catches, no minimum purchases. I wonder if the 20p SIM cards are still listed? Sounds like ebay are getting desperate to get more buyers and sellers on the site.

seems out of the ordinary, never seen one of these type before. not sure if the link will work for me as I wasn't sent it, I'll probably buy something in that time anyway...

you're right it does seem a bit desperate, for the last couple of months I have been putting 25 low value items on eBay across 2 accounts taking advantage of the 80% off fees offer, but last Friday whit it was only the £3 max offer (no use for low value items)  and I have 50-60 drafts ready to list but haven't bothered. maybe more have done the same and it's making eBay desperate?
