The answer Coupon-mad's question; its the 'we have the right to recover the amount....from the driver of the vehicle'. Got it. Also, got it that PoFA isn't mentioned anywhere in the letter. I didn't think it needed to be, until now.
Now to get the evidence ready for the POPLA stage. I'll go over Para 9 of the PoFA also as the evidence, just in case.

I can't edit or remove the post as MSE remove the edit button for Newbies until x number of posts. I've asked the board Admin and complained to MSE but met with a wall of silence..1 -
I wouldn't worry unduly. Even if there was half an interest at Horizon, it would just make them even clearer that they have no prospect of making this stick against a well-informed keeper. Don't lose any further sleep over it!Squirrel_Nut said:@Castle

As an update, in terms of being able to edit posts (on behalf of Newbies); the Board Guides have had their ability to do this removed by MSE (at least the one who kindly replied to me, anyway). Only the MSE Forum Team can do this now, it seems. The error post was taken down Monday morning, which I am grateful to them for.
I read on different parts of this forum that the reason for this Newbie restriction is to stop spammers. I can only assume that this is to stop said spammers from editing or removing their spam messages and so evidence of their spamming - to stop themselves form being thrown off the site?
The problem in this of course is that it also leaves the people most likely to make mistakes in posts (Newbies) without the chance to edit their genuine posts in case they make a mistake outside 9am-5pm, Monday to Friday office hours. Thanks to the reassurance of @Coupon-mad and @Umkomaas, I hopefully haven't done my case any damage. However, it may not be the same for others, if they shared more personal info than I did in error. I have little / no influence in this forum, but if I'm not the only Forumite with this opinion - could there be chance of change for the better by MSE and give the Board Guides back to ability to help?

As an update on this PCN, I am very happy to say that it has been cancelled following the my appeal on their website. It didn't go to POPLA, which saves everyone involved time and effort - so I'm very glad.
To all those who helped in giving comments and advice on this, it is massively appreciated and thank you so much.
I can now help to advise others on here, as I've been through the process and had the 'invoice' cancelled - through your help.
If it would be of benefit, I could post the wording on the cancellation email (private details will be removed properly this time)!!
Please let me now what you think and what more would be of help. I am definitely still going to write to Iceland to point out the madness of having a car park that cannot be paid for using the machines located on it and that they will continue to lose customers by refusing to take any ownership of the problem that this car park is causing!4 -

Actual wording as follows:'Thank you for your recent correspondence regarding the above Parking Charge Notice, which we have reviewed.
I can confirm the Parking Charge Notice has now been cancelled and no further action will be taken in this matter.
Please note that once the Parking Charge Notice is cancelled the contact details are removed from the Parking Charge Notice and will not be retained for any purpose or shared with third parties. We are, however, required to retain images and appeal correspondence for a period of 2 years by DVLA and the BPA and are not therefore able to delete these from our system. You can review our privacy policy at https://horizonparking.co.uk/privacy-policy/ or you can request that a copy is sent to you in the post by contacting us at the address below, if you have any queries regarding your data.

Quite nice wording in comparison to the PCN isn't it!
The PCN wording that is designed to confuse and scare people into paying £60 or even £100 for wanting to go to a shop and buy food etc. then can't pay for the parking because the machine doesn't allow it!!
The reason the machine doesn't allow payment, of course is that if people could then actually pay for the car park (a few pounds usually) then the PPC would get much less income than they do by issuing £60 PCN's. It annoys me to think of how many less computer literate or just older generation people have handed over pension money that could have been used for food or heating - that is effectively being scared out of them for fear of going to court.

Perhaps you should be asking them what happens if the shopper spends less than £5, (or maybe was returning an item for a refund); do they still get a Voucher?Squirrel_Nut said:Good morning all,
