    @Coupon- mad Please could you have a look one more time at those pictures and confirm that those are penalty charge notice (pcn)?

    You can see they are NOT private parking tickets because the creditor is Highways England. 

    You should get in touch with Highways England, urgently, show them your proof that you told the DVLA and what the DVLA said, and tell them to discontinue the warrant(s) relating to you about this car and note the date you sold it.

    I don't know if they are penalty charges or if they are called something else, but the one from Marstons is not from a private parking company. It is from Highways England and court appointed bailiffs could very well turn up and seize your goods.

    You need to contact both Highways England and Marstons with your proof that you were no longer the keeper of the car. Have the proof printed out as well so you can show it to anyone who comes to your property demanding money.

    Hi, unfortunately, none of them(County councils, Bristow and Sutor, Marston) are interested in my proofs even when I showed them confirmation from my workplace that I was at work at the time of that event. They can not transfer the charge to someone else if they don't know his name and address. Now I am not sure if they are lying because they want my money or they really got a chance to take it from me in court. Please advice

    What advice did you get from Bailiff Advice Online?

    A whole week ago it was suggested you contact them.
    You need to move fast when bailiffs are involved.

    KeithP - Bailiff Advice didn't respond yet. Coupon-mad - Highways England said to contact TEC Traffic Enforcement Centre, so right now I am dealing with them, I send them TE7 and TE9 forms.

    The last time he visited the forum was almost 12 months ago, so unlikely to see your request. Despite receiving over 70 advisory inputs he didn't think our voluntary efforts to help him with his problem were worthy of his time to update us!

    Try sending him a PM, that way he should get an email from MSE to say you are trying to contact him.
