Photo Album recommendation for Windows 10

I would like to start organising my photos into 'albums' . I would like to distribute these albums across the family easily.
Am I right in thinking the best way to do this would be via an application that produces an .exe file at the end that can be run easily by anybody I distribute it to?
Or would there be a better way? Each album would contain say 20-40 photos, and ideally I would like the facility to add text etc to label the photos.
Can anyone recommend an appropriate app? I am running Windows 10.
Thanks.

You can create albums then share them via OneDrive to selected other people - just need an email address for them and they will need to register with OneDrive to access the photos. You have the facility to add text / music / create slide shows etc. It even has facial recognition built in to tag people in photos.pbartlett said:

Personally I'd USB sticks and rename the photos to however you intend to label them. For example if IMAG0001.jpg has a picture of your mother and father, rename it to Mother and Father.jpg. Just copy (not move) it to a USB stick and distribute as you see fit. The stick can be reused for each family member.

Thanks for that - I ill take a look at both suggestions, but are there any other offline solutions?
Google found a program called AlbumDIY - "The finished album can be distributed as a standalone exe file, so that anyone can use it, without having AlbumDIY installed."
Not sure if there are any others people can recommend0 -
tjanks everyone i have fpund a program called irfanview which produces a stand alone slideshow exe file from a series of jpg files.0
