Suspended Bay PCN

Hi, received a PCN for parking in a suspended bay. It was in front of my home and the car has been parked there for a month because someone stole our catalytic converter (I've included a picture of under the car.) There is no sign near our car on our side of the street, but there is one across the street. We didn't even think to look at it as we assumed it was for that side of the street. We have not been going out much because of quarantine and the car not being operable. It seems I can appeal on the car being parked there prior and it not being in running order. I have attached pictures of the street. It seems obvious now, but it wasn't to us. Is there a good possibility of being successful?
