smart prepay meter in landlords name

ongoing issue with my landlord ...
there are 2 flats here , one electricity supply in landlords name . Main meter is in my flat along with secondary meter that apparently measures upstairs use
landlord wants me out but wont issue an eviction notice - has asked me to give a months notice blah blah
anyway i went through council complaints procedure about mould and other issues ...one of which was me asking for an electricity supply in my own name so i could control payment etc
he has had a meter sent and wants me to let an electrician in to fit it
its something i've not come across before ... a smart prepay , operated by a 3rd party company . i pay them , they transfer my money to him after 7 days ...i am paying upfront, not recompensing him for supply used
however their online portal that he will access he can set my unit rate, disconnect me and add on a debt to be repaid either via my unit rate or standing charge
i cant let him fit this thing
council havent got a clue what to suggest
i'm trying to find back up for an idea i've found online that if i pay for the supply myself rather than recompensing him for supply already used , i have the right to choose my own supplier . Does anyone have any experience / knowledge about that ?

If I understand you correctly, if you get the meter put in your name, then you'll also end up paying the bills for the flat upstairs because it's looped through from your supply.This would currently be a landlord's meter and a tenant's sub-meter. That's legal if the flat upstairs is being charged the same rate as you.And I do hope you're not already paying all the bills for the flat upstairs.What the landlord seems to want is to add another sub-meter, for you. Again, that's legal if (and only if) the rate per unit is the same as what the landlord pays, and you pay a fair share of the standing charges.If it sticks, force it.
If it breaks, well it wasn't working right anyway.1 -

what he wants to install is another submeter thats pre pay but to a 3rd party company that pay him .. not direct to the energy supplier . it would give him the options to set my rate and add debt at any repayment rate he saw fit . i cant actually believe the things exist but i spoke to the company that he got it from yesterday and they confirmed ...he will also have the ability to cut off my supply at the press of his keyboard0 -
the landlord is not allowed to make a profit on the electric usage.
You have already stated that there are things wrong with the flat, find a new place to live and leave?
