There has. I once took a clamp off my car and when I rang the Vultures to ask if they wanted to 'buy' the clamp back (!) they told me I had been reported to the Police. To avoid any trouble I rang the Police too, to explain that it wasn't theft. They told me that the complaint by the clamping company had been flagged as 'no action',,,,,, but,,,, as I had rung them too, they would now have to take a statement from me. The police were great - they really saw the funny side of someone getting back at the clampers for a change and we all had a good laugh doing the statement. I ended up leaving the clamp with the Police
As for a £500+ release fee - that's just robbery. I was sure I read somewhere that there was legislation or rules that meant private clamping companies have to charge a 'realistic' fee.
