Council Parking Ticket

Advice would be appreciated.
I parked at a council parking facility, I couldn't pay for parking due to the machine. There were two onsite and both with the same issue. Wouldnt accept Card payment, it was blocked off. Wouldnt accept contactless (sign saying there was a problem) wouldn't accept coins.
So I had no other way of retrieving a ticket. The only information was a number on the notice board to call with a problem with the machines and I did this to be told I would need to appeal any tickets should I recieve one. They were in the process of updating the machines.
I came back to my vehicle and recieved a ticket, I put an appeal in were it has been declined , it states i should of paid by calling 'Ringo i have never heard of this before and there was no signs giving this information out. Where do I stand?

Absolutely go to pepipoo. Read some council forum threasds first before posting, so you can include info such as the ticket, a copy of your repds, a copy of their response etc all in the first post. It is a massive help1
