Islington Council Parking Ticket (No Pictures)

I parked on a double yellow on Sunday in Islington to pick up some goods. When I came back there was an enforcement officer stood by my car. I told him I’m just leaving and got in my car and started the engine only for him to whack a ticket on my windscreen. He was not able to take a picture of this as I set off but when I looked at my rear mirror I could see him taking a picture of my vehicle driving off. My question is am I able to appeal this due to no pictures taken of my vehicle parked with the ticket on?? Any help will be appreciated 👍🏽👍🏽

Neither of those are grounds to appeal at all, ferom what i recall.
How long were you away? You will need proof you were poicking up goods and that the DYL were a reasonable place to pick them up from.
However do not post here further - go to pepipoo (google it!) and register there, NOT using hotmail email, and post on the council forum only after you have reasd some threads, so you know what to write and the added info to put

You are allowed to unload on double yellows.  Why didn't you just ask him to note in his pocketbook that you were unloading?  It will help your appeal which will be on the same basis and you will win (unless there were also 'no loading' yellow kerb blips of course).

A CEO can issue a PCN like this but as said, you are best going to pepipoo forum for how to appeal it if there were no kerb blips.  Ask any questions there.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
