Letter from QDR solicitors about PCN

Received a letter today from above solicitors on behalf off there clients ZZPS regarding a nonpayment of a parking charge from February 2019... Could this be a scam letter?

    It's a debt collector letter. The fourth post of the NEWBIES that asks everyone to read it first explains why it is safe to ignore debt collectors but not a court claim.

    At some point the keeper must have received a NTK. Does the letter give the name of the parking scammers? If so, send them (the PPC) an SAR to get all the info they have on the keeper, including any NTK the keeper doesn't already know about.

    It is a scam.  If you read the newbies you will learn more.  
    You never know how far you can go until you go too far.
