Ryanair refund

Me and 3 mates were due to fly to Dublin on the last weekend in June last year. The flight still went ahead but to the best of my knowledge, we wouldn't have been able to stay anywhere if we had got on it. I'm not completely sure of the restrictions in place at that time but as our trip was to watch horse racing, which was cancelled, I'm pretty sure travelling from Wales to Birmingham to get on that flight wasn't allowed. Our flights were also changed twice meaning the departure time had moved by more than 3 hours. I never clicked the link on an email to say we accepted these changes. The second time it was moved (1 June 2020) I started a chat with a Ryanair agent who said I'd be entitled to a refund so I thought that it will be processed and received in due course. Having not received it for some time I contacted them again on 11 August to be told I wasn't entitled to a refund. I have since raised 2 disputes with them which came to nothing. In the end me and my mates just took the hit but should I be taking this further? If so does anyone have any suggestions as to where I should go?

So did you actually do anything to initiate a refund request following that second change to the flight?
If you did nothing, ignored the emails and the flight operated - then you have no recourse and the money is gone.
If you had travel insurance you may have a claim if you were unable to enter ROI but given that RyanAir were it seems offering flexibility on changing and also that it seems you could have had a refund following the time change, an insurance claim may be fronded upon.2 -
I think Westin is spot on - if you just left it you're probably out of luck; the time to push it was at the time.0

@gingerronaldinho
It sounds legally no but as the agent told you would receive a refund there is a loss of expectation.
This is a grey area but with Ryan air unfortunately I think your out of luck.0
