Employer forcing annual leave

Hi everyone,
Does anybody know if an employer can force you to take annual leave or make time up for a day where you've had a power cut or your Internet is down for example?
This is based on the fact that I'm working from home due to the pandemic and do not have the choice to work from the office at the moment.

Yes, if you're unable to work then you can either take it unpaid, make up the hours at another time or the company may let you use holiday so that you receive full pay for the downtime. Most employers though I would hope would be a little lenient if its only for an hour or two though.Really should be doing some work...1
