Flexible furlough?

My daughter is a university student, and also has a job working as a team coach in a restaurant/bar for a large franchise, from which she has been furloughed. She was due to go and study at Cologne university in Germany for 6 months in March this year as part of the Erasmus program, but due to the pandemic this has been cancelled, the maintenance loan was also cancelled and she decided to defer her final year at university until September 2021. After the first lockdown she returned to work but took on a full time role (approx 40 hours a week) In the first lockdown she was paid 80% of her salary which was based on the previous months salary. When London went into tier 4 In December 2020, her furlough pay had been dramatically reduced so much so that it isn’t even enough to pay her rent, let alone bills and food! She has spoken to her HR department and they have said she has been put onto flexible furlough which is based on her salary for 2019-2020 (she was working only 10 hours a week during this time as she was studying) and there was nothing they could do. Is there anything she can do to improve her income? As England has now gone into lockdown again, will this change her furlough pay?

Unfortunately, the reference pay for furlough was set in March 2020 for people staying in the same job.
I don't think there is any way around that.0
