Can I be my sister's birth partner if she is part of my support bubble?

The latest guidance says "if you form a support bubble, it is best if this is with a household who live locally. This will help prevent the virus spreading from an area where more people are infected."
As we are now in a national lockdown, I think it would it be acceptable (once the restrictions are legalised on Weds) for me to meet my sister, who is due to have her baby next Tuesday.
Problem is, I live in south Hertfordshire, she is staying in/will have the baby in south east London - about 60 miles each way.
I am her "birth partner" and she is part of my one-other-household "support bubble"; I live alone and have not mixed/met with other households - I work from home full time, have done since March, shopping delivered etc.
Would you agree this is acceptable?

In particular, a reasonable excuse for leaving home includes:
● Harm and compassionate visits - you can leave home to be with someone who is giving birth, to avoid injury or illness or to escape risk of harm (such as domestic abuse). You can also leave home to visit someone who is dying or someone in a care home (if permitted under care home guidance), hospice, or hospital, or to accompany them to a medical appointment.
