Insurance claim for flights (when a voucher is on offer)

Hello! Apologies if this has been answered before but I've trawled through various posts and not seen an answer.
I was due to to fly to the US at the end of the month with British Airways. The flights to New York are still scheduled to go ahead (it's one of the routes that has consistently flown throughout the pandemic) but with the US border effectively closed and FCO advice against US travel I should be able to make a claim with my Insurer (AXA have confirmed this). However, there is a grey area which is making me unsettled - technically British Airways are offering a future travel voucher for all bookings until the end of October. The insurance company has a policy in place to say that if a voucher was offered then the claim would be denied.
However, the cancellation of the flights and the future travel voucher are not one and the same process. I can legitimately cancel my flights (non-refundable bar government taxes) without any reference to the future travel voucher option.
But the risk is I cancel and the insurer claims British Airways offer a cash alternative, my claim is denied and I'm left completely out of pocket. I'd prefer not to have the voucher and proceed with a successful claim but has anyone had a similar experience?

Yes I have. It’s a non-refundable ticket unfortunately, hence pursuing the insurance route. The only bit that’s refundable is the government levied taxes.0
