Travel insurance - excess deducted twice.

Our holiday to Greece was cancelled when the FCO advised against all but essential travel to the island we were to visit. The accommodation owners understandably won't refund the deposit as they are still open to business, and I have no problem with that.
I contacted the travel insurance company who have paid out but have deducted the excess twice because my wife would be occupying too. The cost of the accommodation would have been the same if I had travelled alone. Both of us are named on the insurance policy.
Is this standard practice or the insurer shafting the customer as seems to be the standard operating model these days?
It's not a lot of money and I have no plans to chase it, just looking for information.

Policy documents should confirm whether it is a per traveler excess or whether it should be relate to one claim event.
As policies vary, can't answer the question.The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.0 -

Per traveller excess is the most common approach on cancellations etc0

Thanks Sandtree. A double excess on a single item with a fixed cost seems unfair, but that's the way it is.
