New Drivers Insurance - Twins

We have twins just learning to drive, and have a second hand car for them to drive. We are struggling to find an affordable way for them to insure the car they will share as main drivers. They can only have one black box as the box is for the driver, not the car we are told. They both need to be accruing no claims. My husband and myself, both over 50 with clean licences will be named drivers. Would be grateful for any ideas.

Only the policyholder gains NCD and so with only one vehicle it can only be insured once and so only one of them will get a bonus. Other than buying a second car the only real option is to alternate who the policyholder is every year so both get an NCD but at half speed.
Some insurers do "Named Driver NCD" but this is not an "industry recognised thing" and so it is normally only applicable if the first solo policy taken out by the ND is with the same insurer that the ND NCD was earned with... can work ok but can mean paying very high premiums despite the ND NCD because of the lock in.0
