Anyone know if the stamp duty holiday applies to building plots?

Nope. Only for dwellings ie things which are already house-shaped on the date of completion. Normal non-residential rates apply for everything else.

If the building plot is part of someone's garden and you are buying it from the house owner, then it is likely to class as "residential property" and so benefit from the temporary reduced rates.
If it is something else, like a corner of a farmer's field, then it is likely to count as non-residential and so will be charged at the non-residential rates, which do not benefit from the temporary reduction, but which do not exceed 5%.
