Holiday curtailed, will travel insurance cover Luggage recovery

We were holidaying in Goa. Had booked a 7 day package to Vietnam and then were returning to Goa for further 3 weeks. A day before we were to return to Goa, Indian Government closed the border. We had left most of our baggage in Goa and only took light baggage to Vietnam. We had to return back to London leaving most of our baggage in Goa. The insurance company will not commit to help us to recover the luggage. What are my options?

An unusual situation but I'm not sure it's viable to pin responsibility onto any particular party - is there anything within the terms of your insurance policy that led you to believe that they should cover it? Did you receive any assistance with repatriation from whoever you booked the trip with and if so, are they unwilling to help?
Is the value of the luggage and contents greater than the cost of using an international courier service to transport it?0
