Starting a business alongside current employment

Hi everyone.
I'm not so business savvy so require some start up advice. I am currently working part time as a tutor at a college and have a background in teaching and supporting learners within community settings. For some time now I have been thinking about setting up my own education institute and then deliver courses similar to what I teach at the college, like ESOL/essential skills etc.
I may possibly have the venue and all the qualifications/skills required for this however I have no clue how to go about it. Of course I will start off researching and I am really interested to know if there is any government funding available for community based learning/quals? We provide the above courses for free to students so I know there is funding available but would this only be for established organisations?
I am also considering tutoring so any advice in terms of getting started, financial support, how to set up a educational establishment etc would be great. By the way, I cannot get a business loan because my credit has been quite poor for some time and I am currently building it but have some years yet before its good (past defaults).
