Ive only just noticed that as that photo is a screen cap from a video, but to be completely honest I don’t know anything about drainage so don’t even know what’s underneath that cover!

Manhole covers aren't generally put in as decoration, so at a guess I would say there is a drain below it.

Well yes one would expect that wouldn’t one?
That doesn’t help me as to whether you can build over, move the drain etc. That would be more helpful information!🧐

After having a search in the places you suggested I can’t see any application for installation of the log burner. That makes me slightly anxious regarding if it was installed correctly. I will try to ring them tomorrow, any other suggestions?

Well, we can see instantly from the picture that there is an inspection chamber and those can be moved. What you want to know next is whether the drain belongs entirely to the house or if its shared with neighbours.

Without knowing the direction the drain runs it's impossible to say whether it could be rerouted or not.  If it runs down the side of the house, I don't see how it could be easily rerouted as there is no space bwtween the line of the carport wall and the property boundary.  Sealed manhole covers could be used within buildings in the past but I don't know if that is still permissible.

Just noticed another in front of the doors in pic 2 so a fair chance the drain runs right down the middle.  https://www.planningportal.co.uk/info/200130/common_projects/15/drains_and_sewers/2

No, it's no longer permitted, but it's possible to build over a drain if appropriate measures are taken to protect it and the inspection chambers can often be moved. Complications arise when the drain is shared, as all shared drains are owned by the water authority now, so their permission would be needed before any building-over a shared sewer.

what do I do if the owner says it was installed correctly but has no proof?
Assume the vendor is lying, has bodged it in themselves. Budget for removal, making good and reinstalling correctly by authorised HETAS installer. £3k sounds about right.
