Booking flights now for the end of the year, am I covered by section 75 ?

I am looking to book flights now for the end of the year around october to spain for a week or two, but am worried that if travel restrictions are still in place I could loose my money. If the flight goes ahead but I cannot fly due to the restrictions the airline will not need to refund me but would I still be able to claim from my credit card under section 75 was I didnt recieve my goods? 
Also I would ask the same about booking a villa, although I would assume they would be required to cancel if restrictions where still in place so should find that easier to get back from air b n b
