Do you think I should go new or refurb? Any ideas 

I’ve always used a pc but I’m being relocated overseas and want something portable, but don’t have a massive budget. 

I’m not that techie but perfect world would be i7 17inch screen  8GB Ram a graphics card GTX1660Ti 

Does anyone have any good recommendations for models, or good links to buy new or online

If you are going overseas have you though about how you are going to get support for the laptop should you need it? This may restrict who you can buy it from.
