Gas Oven

I have a 23 year old Leisure Rangemaster 110 gas range with double ovens.
The oven we mainly use has developed a fault,
The oven lights OK & the flame burns but only very low about a 10 mm flame.
The flame does not flare up to full heat as the other oven does.
Is this a thermocouple fault or thermostat fault ??
