Furlough claim for staff not PAYE registered as they earn under threshold

The employye retention scheme says that employers can only claim for furloughed employees who were on a company's PAYE payroll on or before 19 March. However, if your employee doesn't earn over £120 a week, you don't have to register them for PAYE. Does this mean I won't be able to claim for them? Thanks

If you are registered as en employer and file Real Time Information reports then you are meant to include all employees irrespective of how much they earn.0
