Holiday pay

My friend is working in the hotel, on the 16th of march till 23th she was on holidays. On 24th employer told her that hotel is closed because of the lockdown and she will be on furlough pay until further notice.
She's got her first payslip and realized that employer didn't pay for her holidays (about £200). She asked why, then got reply that's nobody's getting holiday pay from 16th of March.
She didn't get any explanation or when she will get pay for that holidays.
Does the employer have a rights to not pay for time off, especially that it was before lockdown and her last chance to take outstanding holiday? 
What's her rights ?
She is still employed by that hotel.

    The employer needs to pay her for the holiday. If they don't then they might instead backdate the furlough pay to the first say she was off work. She will then be allowed to take the holidays in future.

    There is no right for the employer not to pay for normal paid time off.
